Kelby Brick Elected to Council


ROCKLIN, CA, JUNE 8, 2007 - Kelby Brick, Director of Legal and Regulatory Affairs at Hands On Video Relay Services www.hovrs.com has been elected by relay providers to represent the industry at the National Exchange Carrier Association's (NECA) Interstate Telecommunication Relay Services (TRS) Advisory Council.

The Council meets semi-annually to monitor TRS cost recovery matters and advise the NECA and the Federal Communications Commission on relay related issues.

"I am honored and grateful to the other providers for their trust in my ability to represent them and will do my best in representing the industry in its pursuit for functional equivalency telecommunications for all deaf, hard of hearing and hearing individuals," Brick stated. "Lives have been transformed by telecommunications access, and I will work with other providers to build on our collective achievements."

The Council is made up of representatives from many different groups, including state regulators, the relay industry and consumer groups. The council typically meets two times a year.

Brick's election represents a historical milestone, because Kelby's election is the first time a deaf person will represent the relay industry on the council.

"Relay providers are in the business of providing services to deaf and hard of hearing individuals - it is long overdue that the industry has a deaf executive represent the industry." Commented Ron Obray, founder and CEO of HOVRS. "Kelby's election is a testament to his hard work, integrity and achievements at HOVRS and relationships with the relay providers."

Brick's term is for four years, beginning now through 2011.


How VRS Works
Video Relay Service (VRS) allows a person who uses sign language to place a relay call to a hearing person by communicating through a certified sign language interpreter. VRS requires the use of a high-speed Internet connection and a video camera to place a call. A VRS call may be initiated by a person who uses sign language or by a hearing person to a sign language user. The interpreter will relay the conversation between the two parties.

Hands On also provides a Video Relay Service to Spanish speaking customers. It is also the only provider to offer text chat on PC, Macintosh and videophones while on a video relay call.
